1990和1996年分获浙江农业大学硕士和博士学位。1997年进入中国农业科学院博士后流动站，兼任中国农业科学院农业政策研究中心科技与生产部主任。2000年被中科院地理科学与资源研究所招聘进行该所创新基地，任创新基地研究员、首席研究员、博士生导师。曾多次赴美国斯坦福大学、加州大学戴维斯分校、国际玉米小麦改良中心、国际水稻所等进行合作研究与访问。曾任世界银行中国农业科技投资项目顾问、亚洲发展银行项目顾问、国际玉米小麦改良中心经济项目专家、国际水稻研究所经济项目专家等。1999年被农业部授予“有突出贡献的中青年专家”称号；2003年获得国家“杰出青年基金”资助。
截止2009年8月，在国际、国内重要学术刊物及学术研讨会上发表学术论文150多篇，其中包括在Science等国际著名学术期刊发表的18篇SCI/SSCI论文在内的英文论文36篇。2004年获得国家杰出青年基金项目资助，成为国内农业经济领域第4位获得该项资助的青年经济学家。曾获得农业部科技进步一等奖、二等奖等省部级奖6项，其它奖15项。2003年以来向国家领导人递交的政策咨询报告中有12篇分别得到了胡锦涛总书记、温家宝总理、回良玉副总理、刘延东国务委员、李源潮等的批示，产生了较大的政策影响。
