刘某承及合作者2018年在生态补偿及其与农户生计选择领域取得进展

  建立生态保护补偿机制,是建设生态文明的重要制度保障。近年来,我国积极探索生态保护补偿机制建设,在森林、草原、湿地、流域等领域和重点生态功能区等区域取得积极进展和初步成效,既为有效保护生态环境注入了新活力,也有效促进了欠发达地区的转型发展。 

  刘某承及其合作者从生态经济学的视角关注生态补偿政策、特别是农业生态补偿政策的设计、评估及其影响的研究。2018年在Journal of Cleaner ProductionJournal of Environmental ManagementLand Use Policy 等发表多篇SCI,从不同角度探索了生态补偿的政策机制。 

  1、在生态补偿政策机理方面,研究认为生态系统服务的空间流动与消费是生态补偿的理论基础,基于此可以明确生态补偿的主客体及标准。(论文2 

  2、在生态补偿方式与标准方面,从有机食品转换期的产品定价、直接现金补贴等多种补偿方式探索了生态补偿标准的制定方法。(论文13 

  3、在生态补偿政策的评估方面,从农户参与、农业生计资本与决策等方面比较了不同农业文化遗产地生态补偿政策的实施效果。(论文456 

  4、在生态补偿政策的影响方面,研究表明农业节水灌溉补贴虽然在田块尺度上能够有效节约灌溉用水,但由于补贴政策激励了农户的种植决策,导致区域尺度上灌溉用水的增加。(论文7
