报告人简介:Dr. Susan Olivia is a Senior Lecturer in Economics Department at the University of Waikato, New Zealand. She holds a Ph.D from the University of California, Davis. Her research interests include development economics, applied econometrics, spatial econometrics and geographic information systems (GIS). Prior to joining Waikato, Susan was the Australian Research Council Discovery Early Career Award Research Fellow in the Econometrics and Business Statistics Department at Monash University. She has previously taught at the University of Melbourne and has worked as a consultant to the World Bank. She is also an External Research Fellow at Center for Chinese Agricultural Policy (CCAP) of CAS.
Abstract: Participatory development strategies involve community members in the design and management of local projects, thus, one might expect that the effectiveness of these strategies would depend on the community's pre-existing social capital stock. We examine social capital's impact on the effectiveness of participatory development approaches using data from a field experiment of Community-Led Total Sanitation in Indonesia. Program outcomes are positively related to the initial stock of social capital. We also examine the hypothesis that participatory development approaches are a vehicle for building social capital and find this to be the case only in communities with initial high levels of community participation. In villages with low levels of community participation at the outset, the program was both ineffective and had a negative impact on social capital.
