　　 Günter Bloschl  教授，奥地利、德国和美国科学院/工程院院士，现任维也纳科技大学(TU Wien)水利工程和水资源管理学院院长，国际著名的水文学家，长期致力于洪水和干旱过程和机制、气候变化对水循环影响研究，曾担任EGU和国际水文协会主席，目前为奥地利水资源系统博士项目负责人。 

　　报告内容简介： 

　　There is serious concern that the probability of droughts and floods is increasing over time. This presentation will review recent findings on the magnitudes and mechanisms of drought and flood changes. Droughts and low flows in Europe will be related to long term variability of climate modes, precipitation and evaporation. The role of the seasonality of the drivers of droughts will be emphasized. Flood changes are examined in the light of the role of land-use change, such as deforestation, urbanisation and soil compaction by agriculture; hydraulic interventions, such as river training, levees and dams; and climate change effects. Changes of floods as resulting from the seasonal interplay of soil moisture, snow and extreme precipitation via runoff generation are attributed to their drivers. Finally, joint changes of low flows and floods are evaluated.
